Similar measures are expected to be implemented by other mobile operators in the coming period.

This initiative is part of Türkiye's ongoing efforts to strengthen the security of mobile communications, prevent fraud, combat the misuse of SIM cards, and ensure that subscriber information matches official government records. ARSA had previously informed the public about the legal changes concerning SIM card registration. The recent messages indicate that these regulations are now being implemented in practice.

According to the notifications, some subscribers are required to verify their identity by visiting an official customer service center or following the verification procedures provided by their mobile operator. Failure to complete the verification process within the specified timeframe may result in restrictions on the mobile line and, eventually, the suspension or deactivation of the SIM card.

Who should pay particular attention?

  • Individuals holding a Temporary Protection Identification Card.
  • Applicants for or beneficiaries of International Protection.
  • People who have recently changed their address or personal identification information.
  • Subscribers who purchased their SIM cards several years ago and have never updated their registration details.

What should you do if you receive such a message?

  • Do not ignore the SMS.
  • Visit an official service center of your mobile operator (Turkcell, Vodafone Türkiye, or Türk Telekom) as soon as possible.
  • Bring your valid identification document, such as your Temporary Protection ID, International Protection ID, or residence permit card.
  • Update your contact details and address if requested.
  • Share your personal information only through official operator channels and authorized service centers.

Beware of scams

As these verification procedures are rolled out, fraudulent messages and phishing attempts may also increase. Be cautious of SMS messages containing suspicious links or requests for banking information, passwords, or payments. Mobile operators do not ask customers to provide banking credentials or make payments through identity verification SMS messages.

ARSA strongly encourages all refugees, asylum seekers, and migrants living in Türkiye to check the status of their mobile phone lines and promptly respond to any official identity verification requests issued by their mobile operator.

Maintaining an active mobile phone number is essential for receiving important notifications from the Directorate General of Migration Management, e-Devlet, hospitals, banks, schools, and other public institutions. Completing the verification process on time can help prevent unnecessary interruptions in communication and access to essential services.
