Effective as of 1 January 2026

The Asylum Seekers and Refugees Solidarity Association (ARSA) hereby informs Syrians under Temporary Protection in Türkiye that access to health services will be subject to specific conditions and procedures as of 1 January 2026. To avoid any disruption in accessing medical care, beneficiaries are strongly advised to carefully review the information below.

Checking Health Coverage Status

Individuals under Temporary Protection can check whether their health coverage is active through their personal accounts on the e-Devlet system.

In Case of Suspension of Health Coverage or Services

If your health coverage or access to health services has been suspended, you may request a re-evaluation from the Provincial Directorate of Migration Management, particularly if:

  • You or a member of your family has a chronic, serious, or ongoing medical condition that requires continuous treatment or regular medication;

  • You are unable to afford the costs of medical treatment, medication, or healthcare services.

Re-evaluation Application Procedure

To apply for a re-evaluation, please follow the steps below:

  1. Book an appointment via randevu.goc.gov.tr;

  2. Select “Temporary Protection – Health Services Information”;

  3. Attend the appointment in person at the Provincial Directorate of Migration Management on the scheduled date and time;

  4. Answer the relevant questions and submit all available medical reports and documents related to your health condition or disability;

  5. If the application is rejected, you must wait at least one month before applying for a new appointment.

Access to Health Services

If health coverage is inactive:

  • Health services, including medical examinations, treatments, medications, and medical equipment, can only be accessed by paying the full cost.

If health coverage is active:

  • Beneficiaries are required to pay a co-payment, similar to Turkish citizens;

  • The amount of the co-payment varies depending on the type of service and the level of the healthcare facility, including:

    • Primary healthcare services

    • Secondary and tertiary healthcare services

    • Private healthcare facilities

Reimbursement of Co-payments

In certain cases, it is possible to apply for a reimbursement of paid co-payments. Applications can be submitted to:

  • The Social Security Institution (SGK); or

  • Social Assistance and Solidarity Foundations in the province of residence.
