Foreign Restriction Codes
Foreign restriction codes are administrative records that regulate entry to and exit from Türkiye, determine the conditions under which foreign nationals may enter the country, or impose certain bans. These codes are generally used to protect public security, health, or order, and consist of combinations of letters and numbers.
Classification of Restriction Codes
Foreign restriction codes are data records applied when a foreign national’s entry into Türkiye is restricted. These codes vary depending on the individual’s situation and are associated with specific legal or administrative decisions. The most common restriction codes are as follows:
Codes starting with “G” are administrative restriction codes imposed based on the foreign national’s status in Türkiye and the act in question; each G-number (e.g., G-26, G-78) indicates a different reason.
Ç Restriction: Indicates foreign nationals who have been deported.
N Restriction: Refers to measures taken for reasons of national security.
V Restriction: Indicates foreign nationals who have obtained a visa.
K Restriction: Refers to recognized refugees.
G Codes: Criminal and Special Circumstances
G codes are administrative restriction codes generally used for criminal matters or issues related to public order and public health. Each code corresponds to a specific reason. Some examples include:
G-26: Illegal organizational activity
G-34: Forgery
G-42: Drug-related offenses
G-43: Smuggling
G-48: Prostitution-related offenses
G-58: Murder
G-64: Threat
G-65: Robbery
G-66: Plunder and looting
G-67: Fraud
G-78: A code applied to foreign nationals diagnosed with a communicable disease; this is a health-based measure, and prostitution-related offenses are assessed under separate codes (e.g., G-48). This code is generally applied until the health condition is resolved or depending on the evaluation of the administration or the court, either for a fixed or indefinite period.
G-82: Activities against national security
Ç Codes: Visa and Residence Violations
Ç codes impose entry bans for certain periods on foreign nationals who violate visa or residence regulations. These codes may be lifted through administrative fines, annotated visa applications, or judicial proceedings. Some examples include:
Ç-101: Violation of visa, visa exemption, residence permit, or work permit (3-month entry ban)
Ç-105: Violation of visa, visa exemption, residence permit, or work permit (5-year entry ban)
Ç-113: Illegal entry or exit (2-year entry ban)
Ç-150: Attempt to enter with forged documents (may be lifted via annotated visa or court decision)
Ç-151: Migrant smuggling / human trafficking (may be lifted by court decision)
N Codes: Special Cases
N codes refer to special restriction codes that condition or entirely prevent entry into Türkiye. For example:
N-82: Foreign nationals whose entry is subject to prior authorization (permission is rarely granted)
N-99: Individuals wanted by Interpol (entry ban subject to state discretion)
O Codes: Asylum Seekers and International Protection
O codes indicate specific entry restrictions for asylum seekers or individuals applying for international protection. For example:
O-100: Asylum seekers who fail to reside at their declared address (entry is blocked and deportation may occur)
O-176: Individuals whose international protection application has been rejected (3-year entry ban)
O-177: Individuals whose international protection application has been rejected (5-year entry ban)
Removal of Restriction Codes and Annulment Lawsuits
If an administrative application against a restriction code is rejected, or directly, an annulment lawsuit may be filed. Such lawsuits must be filed within 60 days from the date the restriction code is notified. An annulment lawsuit against a deportation decision must be filed within 7 days before the administrative court.
Role of the Lawyer
The role of a lawyer in deportation cases is critical. A lawyer protects the legal rights of the foreign national, ensures proper defense, follows legal procedures, and provides strategic advice. Legal representation is essential to ensure the protection of rights and a fair trial process.
Important Note:
Foreign restriction codes and deportation procedures are complex and technical matters. Therefore, it is highly important to seek legal assistance from a qualified lawyer. This text is for informational purposes only and does not constitute legal advice.
