The Directorate of Migration Management, affiliated with the Ministry of Interior, announced that it gave exit permission to refugees who want to go out of the city without the need for a road permit, with the notice "Requests for Travel Permits of Foreigners Victims of the Earthquake" published on February 7.

In the notice sent to the governorships of 81 cities by the administration, it was stated:

"Due to the earthquake that took place in Kahramanmaraş on 06.02.2023 and also affected our provinces of Hatay, Malatya, Adıyaman, Adana, Gaziantep, Şanlıurfa, Kilis, Osmaniye, Diyarbakır, the requests for road permits to the provinces where the relatives of foreigners under international and temporary protection are on our agenda.

"About foreigners (refugees, asylum seekers, migrants) who want to leave the city from these provinces affected by the earthquake to prevent the density that may arise from the said demands and to avoid disruptions in the aid and rescue activities in the region, We request information and necessary action from the provincial directorates of migration administration in these provinces and we request these PDMM to:

  1. Ensure exits without issuing a road permit document,
  2. Issue a 90-day road permit is issued to them by the provincial directorates of migration administration in the provinces they go to, excluding Istanbul, 
  3. Hand over foreigners (refugees) residing in the provinces affected by the earthquake, who are caught outside the province of residence by law enforcement units without a road permit, to the provincial directorates of migration administration in the province where they were caught, and issue a 90-day road permit by the provincial directorates for the foreigners in this situation.
